The most commonly cited primary source for epidermal turnover time is Halprin's 1972 paper, "Epidermal turnover time," published in the British Journal of Dermatology. Halprin's analysis put full epidermal turnover (the time for a new cell to form at the base of the epidermis and travel to the surface) at roughly 40 to 56 days in healthy adult skin. That's the whole-epidermis figure, not the 28-day number that gets repeated everywhere.
There's a second, faster process worth knowing about too: the stratum corneum, which is just the outermost barrier layer of skin, turns over on its own shorter cycle, roughly 14 to 20 days in young adults. This is probably where some of the 28-day confusion comes from. People conflate "outer layer sheds fairly quickly" with "your whole skin renews itself," and those are two different timelines describing two different things.
